Amy Porter Baldwin joined the Kyle House Group in 2019 as a veteran chief of staff and high-level strategic advisor. Amy spent more than two decades on Capitol Hill driving complex, large-scale agendas to achieve legislative and political outcomes.
Amy served Congressman Ed Royce, Chairman of the House Foreign Affairs Committee, from 2013 through 2018, as his chief of staff for over 20 years. In this role, she served as chief strategist, primary advisor, and thought partner to Chairman Royce on all policy, procedural, and political matters relating to the committee, his offices in D.C. and California, and his re-election campaigns.
During her tenure on the House Foreign Affairs Committee, Amy focused on those issues affecting the rights and dignity of women, children, and oppressed minorities around the world. She conceived, guided, and organized hearings for the Committee’s Women’s Initiative, an effort created to highlight the critical importance women play globally in bringing peace and stability to their communities. This initiative resulted in significant legislation being signed into law, to include: The Women’s Entrepreneurship Economic Empowerment Act of 2018, The Women, Peace and Security Act of 2017, and The Girls Count Act of 2015. Amy managed the legislative strategy for many of the Committee’s key legislative accomplishments, such as the Global Food Security Act of 2016 and the Build Act of 2018. She also oversaw the Committee’s Anti-Human Trafficking agenda and traveled overseas extensively conducting oversight of the State Department’sAnnual “Trafficking in Persons” (TIP) Report.
Additionally, Amy helped to secure the release of over 400 children adopted by U.S. families who were being held in the Democratic Republic of the Congo (DRC) by spearheading the House of Representatives’ strategic public relations campaign and negotiations with DRC officials. Amy has traveled to more than 70 countries on personal and professional missions, including trips to support victims of child trafficking in Cambodia and India.
Amy is a recognized leader, having been chosen by over 300 of her peers to serve as head of the association of Republican chiefs of staff in the House and Senate. Amy earned her Master of Business Administration from George Mason University and graduated with honors from The Pennsylvania State University, receiving a Bachelor of Arts in international politics.
Amy lives in Colorado with her husband Shannon, and their three children, Chloe, Sara Jo, and Jackson. She enjoys spending time outdoors with her family and cheering on her Penn State Nittany Lions.
